Chungcheongnam-do Province announced on the 28th that it will promote a 'Regional Visa Pilot Program' to attract excellent international students.
This initiative is a Ministry of Justice public contest program allowing local governments to design and operate their own visas tailored to regional characteristics, and the province was ultimately selected after participating in the contest following discussions with universities and businesses in the province and gathering expert opinions.
Through the Regional Visa Pilot Program, the province can issue visas with relaxed requirements to 250 international students by 2026.
The current study (D-2) visa required proof of financial capability of over 16 million won for admission to universities located in rural areas, but the province has lowered this to 8 million won.
Additionally, the allowed part-time work hours for international students will be expanded from the existing 10-25 hours per week to 30 hours.
The visa will be issued to international students planning to enroll in departments related to the province's five strategic industries (automotive parts, semiconductors, displays, petrochemicals, steel), as well as universities in rural and fishing areas.
The province conducted a demand survey for participating universities to implement the Regional Visa Pilot Program and selected six universities to prioritize the program starting from the second semester of this year.
The selected universities are: △Ajou Motor College (Boryeong/rural and fishing area) △Konyang University (Nonsan/rural and fishing area) △Sun Moon University (Asan/Computer Engineering, Future Automotive Engineering) △Soonchunhyang University (Asan/Global Liberal Arts) △Hoseo University (Asan/Automotive Engineering, Semiconductor Engineering) △Hyejeon College (Hongseong/Electrical Engineering).
Furthermore, the province plans to nurture excellent overseas talent into industrial workers and establish a stable local settlement system by linking with the 'Chungnam-type Work-Study Dual System.'
To this end, in cooperation with the 'Chungnam Foreigner Global Center,' it plans to recruit additional universities and businesses to participate in the visa program, and will establish a systematic collaborative framework by forming a working-level consultative body among the province, universities, businesses, and relevant organizations.
A provincial official said, "It is time to actively utilize international students for the existence and industrial revitalization of the region. International students have high language proficiency and job understanding, leading to high on-site satisfaction." He added, "By utilizing the regional visa, we will enhance the competitiveness of universities in the province to attract international students and contribute to increasing the resident population in depopulated areas."
